THE SYSTEM OF INTERNATIONAL RELATIONS OF THE POST BIPOLAR EPOCH — HISTORICAL EXPERIENCE AND MODERN REALITIES

Abstract


The main problem of modern international relations is high level of conflict. It is for this reason the main aim for the world community is to create the safe and stable system of international relations. The article considers problems in the theoretical aspect. The main aim of article is to analyze problems and contradictions which are inherent in systems of international relation. According to author the main contradiction and fundamental conflict which are inherent in any one could be named as the conflict between principles of operations of system fixed in some basic document which defines the principles of operations of the system and changing geopolitical realities, which push to review and changing of existing rules. This problem was analyzed on the example of the most known systems of international relations of the XIX and XX centuries — the Vienna, the Versailles — Washington and the Yalta — Potsdam ones. The choice was predetermined by the fact that these three ones has fixed new realities which were shaped in the world as a result jf the global geopolitical changes — the Napoleonic wars, the first and the second World wars. By analyzing an experience of these systems an author tries to use it for review of the now emerging system of international relations — post — bipolar one and to suppose ways for its optimization.
