STRATEGIC RISK MANAGEMENT IN PUBLIC ADMINISTRATION: THEORETICAL AND PRACTICAL PROBLEMS OF IMPLEMENTATION

Abstract


The article is devoted to the analysis of the implementation of strategic risk manage¬ment tool in public administration. The main goal of the article is to find the grounds for the formation of a risk management model based on their assessment and selection of adequate tools that mitigate potential negative effects and consequences of risks. The increased dynamics of changes and the low efficiency of the public administration require changing approaches in determining development strategies, in assessing the regulatory impact, adjusting the actors, institutions and tools included in the management process. Political solutions should receive theoretical and methodological justification as integral solutions related to the coordination of various goals in policy making process. An in-depth study of efficient administrative and managerial mechanisms, competencies and public administration capabilities makes it possible to model new communicative spaces that ensure a proper level of correlation of state interests with public inquiries and needs, with public order and with specified parameters for the effectiveness of political strategies, and provide real mechanisms for the state's resistance to destabilizing negative factors.

The article proves that in the risky societies the vital importance is acquired by forecasting, strategic planning etc in the structures of political administration, the main purpose of which is to diagnose the patterns and factors of risk development leading to various social changes, identify possible development options, develop the most effective ways solving problems on the basis of adequate and timely management decisions. This point of view makes it possible not only to form the fundamental foundations of policy making, reconcile private and state interests, but also to overcome the level of socio-political uncertainty.
