THE YOUTH IN THE CONTEXT OF STATE ANTI-DRUG POLICY

Abstract


The article focuses on some aspects of the state anti-drug policy in the context of the youth policy. It pinpoints the fact that making of the state policy in general, and especially of anti-drug policy, is based on the established public opinion on drug-taking and the relevant circumstances and sentiment around it. As public opinion is mature on social impact of drugs and social backgrounds of drug-taking, so a state is tended to recognize drug-taking as either private or public issue. However, with opposing social attitudes to drugs, one part of residents, especially young residents, support the recognition of drug-taking as a private business, yet another part — back up taking it as a public issue. Furthermore, public opinion finds itself at the crossroads and cannot be finally and unequivocally shaped. Consequently, Russia's anti-drug policy has not been precisely defined. The author offers some prompts to improve anti-drug policy regarding the social nature of drugs and drug-taking as a public, but not private, issue.
