In this article author undertakes an attempt to explore Russia’s social life modernization process from the social philosophy point of view. This kind of approach defined not only the employment of the philosophical instrumentarium (categorial apparatus), but also the usage of the philosophical methodology, represented by the principles of systematicity, polarization, contrariety, interconditionality, pluridimensionality, sociality, humanism and so on. For the sake of understanding and consideration of the russian innovative resources opportunities and role in the provision both its own internal modernization and security and positive and secure development of modern globalized processes, it is much needed to display and clarify those main problems, for the positive and effective solution of which it is essential to unify all the efforts and opportunities of all the included in the countries and nations global community. Among such pressing problems author especially pays his attention to the problems of ecological crisis, civil society formation as well as controversies of the regional development. In particular, author comes to a conclusion that the indispensable factor of the further civil society improvement is considered to be establishment and enforcement of social state role and on the contrary the establishment and the strong social state is impossible without building and strengthening of the civil society. These two sides of one coin which correspond to the tasks of the ongoing modernization and society democratic organization development. Moreover, in this article author emphasizes that the research interest to the problem of social tensions and conflicts inside the Russian constituent regions is still inadequate to their importance in whole county’s life, which can be explained be the existence of certain methodological problems. Particularly, such significant problems remain unresolved as relatedness, interconversion, local and territorial stipulation of the tensions and conflicts in social sphere. All the aforementioned, as it stands, clearly demonstrates that regional level of social conflict analysis is constantly moving towards the center of the conglictology research attention since it has almost become a matter of the fact, that the stabilization on the regional level is capable of being beneficial to stabilization processes on the national scales (and vice versa). Therefore further comprehensive development and implementation support of the scientifically grounded regional policy model which allows preventing, predicting and reconciling conflicts, especially violent and destructive, are becoming important research and practical task of modern conflcitology.
