Values Conflicts in Public Policy

Abstract


The article reveals the main trends in the development of the Theory of Public Administration regarding an increasing importance of public values theory. The concept of «public value» can help to avoid the narrow and oversimplified approaches that have sometimes dominated in the past (NPM) and it offers a useful way of setting out the ultimate goals of public administration reforms. It is especially important for civil service reform because the public value theory does have the potential to prompt a different way of thinking and talking about these issues, as well as pointing towards some practical ways forward. The issues of «values conflict» and «public participation» are in the centre of the researches. Public participation is an almost universally accepted foundation of democracy. In the context of modern democracies, citizen participation in government has traditionally centered on indirect participation through voting. However, over the last few decades, demands for direct citizen participation have grown tremendously at the local, state, and national levels around the world. This article seeks to discuss the potential of direct citizen participation to assist with identifying and understanding public values in Western states and in Russia. It concludes with a brief discussion about potential directions for future research.
