Order and Conflict at Security System Management

Abstract


The article considers the security as the order, as a set of relationships that steers the actions of individuals and whole classes into a single channel direct relation of private property. Any action of the opposite nature, aimed at fighting for the preservation and repositioning individual’s position is actions destroying established order. However, action consonants with the relations of private property, and if destroy the order only at the local groups, and do not affect on the essence of private property relations in general. Actions of individuals and whole classes within the established relationship there is security, there is a set of such actions of individuals who in their coherence and direction only claim the existing order, there are actions ordered by private property. In contrast, the actions of individuals which have the intention to change the relationship to the opposite relationship are actions to destroy the established order, negative actions, to wit conflict. In these actions is noticeable opposite direction to the existing order, its changing in the direction of interest generated by the existing relations, but capable of being executed only in other respects. Opposing actions so that got its adequate expression in the existing order are struggle or conflict. Order erodible by these actions is tantamount to the destruction of the order of security. By virtue of what security is the totality of these relations, which are an adequate reflection of the domination of private property, and thereby the relations of its protection, although any established and dominant attitude in fact legitimize the state has at the same time, the protection of both the relationship and the individuals included in the this ratio. Order is static safety element, conflict dynamic element that exposes the order permanent endurance tests. Due to the fact that security is composed of these two elements — the order and conflict — security management is reduced essentially to protect existing relations of private property from the actions of individuals and whole classes destroying relationships and from conflict. The most promising technologies for managing conflict are socio-political technologies, as a result of which the unity achieved between private, class and social interests, removed many of the social and individual problems, which otherwise would cause a conflict.
