Contradictions of Ethoses of Political and Administrative Management: Issue Is?

Speaking about the political and administrative management, we mean strong symbiosis political, administrative (process) and social «floors» of this complex structure, where the main actors are the politicians, bureaucrats and civil society. But each of them simultaneously — have certain characteristics that separate them from one another, despite the fact that they are included in the process, an apparent homogeneous.Meanwhile, for the politicians, bureaucrats and citizens as a community characterized by its own culture and its ethos. For politicians, managers characterized by ideological and narrative culture that is highly judgmental and opposition in relation to the other (the other, do not share them) political values, and for administrators, bureaucrats — documentregulatory culture that is relatively apolitical because explicitly or implicitly associated with the policy pursued and the political regime, but as a rule, — behind the changing political realities, the dish previous norm. Civil society is characterized by moral-narrative culture. It itself produces «unwritten rules» of behavior that either coincide with the moral behaviors of politicians and bureaucrats, or — no. And then the citizens take to the streets to protest and all sorts of requirements: «Observe the Soviet Constitution!» (1968) or «For clean and honest elections!» (2012). Ideological narrative and narrative document-culture of politicians and officials must develop a moral fortress, brought them to the healthy part of society, tired of the lies and hypocrisy. If the ethos of politicians and bureaucrats is synchronized with the moral ethos of civil society in this current historical time, a further intensification of the crisis — could be overcome. If the government can also take effective measures for the restructuring of reality in accordance with these values, rules and regulations — and then a revolutionary explosion can be avoided. Thus, in our opinion — «work» ethos contradictions in the political and administrative management as a deliberate action on the conflicts and crises, as well — and the development of society.
