Conflicts in a Federal State in the Conditions of Globalization

Abstract


The article reveals the features of functioning of the Federal state in the conditions of globalization, examines the specificity of the development and resolution of conflicts in the Federation, traces the development prospects of federalism.One of the most common forms of administrative-territorial structure of the state in the modern world is a Federation, which is quite complex and specific conflict-generating system. The Federation consists of subjects which can be a single administrative — territorial system (for example, the States in the United States of America) or such a system may be completely absent, and may not even a normative definition of the typology of settlements (for example, the administrative territorial division of the Russian Federation assumes the presence of different elements — republics, edges, areas and so on). Thus, the Federation is a unique combination of unity (in the territorial and law) and differences, manifested primarily cultural, economic terms. Federation creates conditions for closer cooperation of its subjects in different spheres of life, but it contains preconditions for the emergence of conflicts between the Federation and its constituent entities, between the entities. Especially often conflicts arise over the impact of individual subjects on the decisions of the Federal authorities. Arising between subjects of the Federation and competition contributes to the choice of the most optimal ways of conflict resolution and becomes an important means of ensuring social progress.It is impossible to make an unambiguous conclusion on the impact of globalization on the development of the modern Federal States. Globalization can guide the development of the Federation and its subjects in a single line, to reduce ethnic conflicts, conflicts between States or their entities. But it can provoke new, not less strong in the conflict, the resolution of which may be even more difficult, as these conflicts can be drawn more members, because leveled the diversity of the subjects of the Federation, their natural features, national and ethnic specificity. Given the indirect (through the Federation) and the direct influence of globalization on the Federation and its subjects, it is important to use the positive impact of globalization and avoid the negatives. It is especially important to preserve the diversity and relative independence of the subjects of the Federation. The Ghost of the subjects of the Federation to a single sample, their leveling weaken their competitiveness, and possibly extinction. This, in turn, can lead to a weakening of the Federation.
